How can someone still get their ged if they are over the age of 18? Should they try an adult school? College?

I wondered how people over 18 can get their GED, if you try a school for adults? Maybe a community center? Or can we treat a high school? My brother is 20 and has not yet been able to get your GED, dropped out and want to get your GED now. Any advice would be appreciated, Thanks.
